Khrushcev’s
Agricultural Policy

Why did he introduce the policy?

1) Problems with Agriculture - grain stocks lower than at the time of the Tsar. The collectives had not worked. Peasants worked with poor machinery often not well trained in how to use the machinery. The peasants were taxed too highly which meant that they were not motivated to produce more grain for bigger profits.

THEREFORE AGRICULTURE WAS INEFFICIENT.

2) Cold War / Ideology - look bad for propaganda if people starving. The Soviet Union would lose prestige and it would also give America the opportunity to criticise. If successful communism would benefit. Sell grain for money.

3) Regionalisation - After collectivisation the agricultural policy was centralised however Khrushchev believed that this meant that there was too much control from Moscow. Khrushchev wanted each region to have greater self control they knew their area better than Moscow.
